About REAC Appeals


What is a REAC Appeal ?

As a part of the REAC Inspection process, HUD created a system to accommodate very specific reconsideration of violations recorded for a number of reasons. This process allows properties that are either Public Housing or Multifamily Housing projects to request a change in score for issues for a number of specific issues, including:

  • Ongoing Modernization
  • Issues Beyond Owner’s Control
  • Local Code Variance
  • Ownership Issues
  • Technical Issues

 

The challenges of this process relate largely to the intricacies of the scoring model used by REAC, as well as the very specific rules used by REAC reviewers.

Misconceptions about Appeals

Over our years of working on REAC appeals we have heard hundred of reasons why REAC appeals have not worked, as well as dozens of common misconceptions:

  • Appeals are not about bad inspector behavior
  • The REAC Inspector who did your inspection will not be consulted on your appeal
  • You cannot appeal violations because of ongoing routine maintenance
  • You cannot appeal with just your “word” as verification, every appeal needs outside certification
